India is the country with priceless heritage and endless diversity. She also has the largest number of highly qualified and experienced personnel in the world.

India is the most complex country in the world and is struggling with slow development, while A MUCH FASTER PACE IS POSSIBLE and EASY.

My life experience – 30+ years in India; 30+ overseas - convinced me that for about 95% of the problems in the world there are many solutions. But the solutions are not on all the spots where the problems are; therefore, many problems remain unresolved. The professionals in SILICONINDIA, highly educated, experienced in various fields and exposed to the modern world, CAN DO GREAT THINGS.

Porto Alegre Innovation in Participatory Budging (PB) is world’s most systematic and best known democratic process for FAST socio-economic development. Porto Alegre, capital of the Brazilian state Rio Grande de Sul proved that FAST development is not difficult. The most IMPORTANT FEATURES OF THIS PROCESS are an ingenious and equitable prioritisation of local infrastructure requirements by the local residents, election of two empowered Councillors of Participative Budget (COP) from each ward of the city for one year, well scheduled and systematic yearly cyclic PB process and publicised Budget plan.

If 50 to 100 professionals of SiliconIndia join hands with determination, a decisive move to change India can be made by introducing – only introduce – world’s most efficient development process to a few towns and villages in at least one state of India.

We cannot donate funds for projects etc, because it will not help the town or village much, but will harm them by inducing passivity, corruption etc. I believe that many of the central gov’t’s development schemes are causing this.

The task of the group is ONLY to ENCOURAGE a few Indian towns and villages to copy/adapt the innovative process with their efforts and resources to create a tangible model of sustainable and fast development in India. Without a tangible model within one’s reach, most people including experts will find it difficult to understand it and its potential. Politicians and experts will dispute and discuss endlessly on the type of model needed. Copying is the easiest, quickest, most economical and a very efficient way of doing things. Computers, cars, Jumbo-jets and even human beings are copies. But a copy can be better than the original or worse; our aim is a copy better than the original. THIS TARGET IS SIMPLE, LIMITED, EASY AND FEASIBLE. Details of the PB process are in my blogs herein and on www.karammel.com.

Thanking you in anticipation of your serious consideration and participation,

Abraham Karammel, Germany
