CARE is an international voluntary organization, working in India since 1950. CARE is supporting various development & emergency program of the Government of India. We are looking for a Consultant Monitoring & Evaluation Officer (Consultancy Basis till 31 December 2009) for our Health & Nutrition program. The job profile is given below. Program Profile

The Integrated Nutrition & Health Program (INHP) is in its’ third phase now & is one of the largest public health program in India. It focuses on pregnant & lactating women & children under the age of 6 years. It aims at enhancing the capacities of the communities to demand improved services & build accountability, advocacy to influence policies, replicate good practices of health & nutrition programs. It also focuses on providing technical, managerial & operational support to Government of India’s program like ICDS, RCH, NRHM.


Job Summary: Responsible for leading the monitoring, evaluation and data management for the program at the state level.

Responsibilities & tasks

1. Coordinate, develop and institutionalize MIS for INHP III
• Support CARE India Headquarters (CIHQ) in developing the Monitoring and evaluation systems.
• Support Program officers and regional managers in institutionalizing the systems.
• Built the capacities of the Program officers on the revised MIS and software.
• Coordinate with CIHQ in developing and institutionalizing the GIS based MIS.
• Facilitate the appropriate formats were available at the field level to collect the data.
• Support program officers in analysis and dissemination of the data.
• Ensure effective information and data management support for program decision making.

2. Coordinate Annual surveys, rapid assessments and Final evaluation
• Coordinate with CIHQ for the annual surveys to be conducted in the districts.
• Support agencies in conducting the training for the investigators.
• Monitor the data collection, analysis and data dissemination for all the surveys.
• Support state level ICDS and Health in making refinements in the M & E systems and for designing periodic assessments studies.
• Support the Program officers and regional managers in conducting the rapid assessments to monitor the progress of the project.
• Coordinate with CIHQ and external agencies for quantitative and qualitative surveys.

3. Coordinate block and sector analysis / studies for Nutrition and Health Programs
• Support Program officers in categorizing the sectors and blocks.
• Support Program officers in monitoring the indicators for Phase out blocks.
• Design and conduct the studies on health and nutrition Programs.

4. Prepare monitoring and evaluation systems & guidelines for effective project monitoring.
• Facilitate use of Monitoring & Evaluation information for project improvement.
• Execute periodic rapid assessments that may be initiated from program level from time to time.

5. Support counterparts, NGOs and CBOs in building their capacities and establishing MIS for various INHP interventions

• Build the capacity of Government officials to use information for improved program management.
• Coordinate with staff in preparing reports for various governments concerned.
• Institutionalize the revised M & E systems for NGOs.
• Institutionalize the use of the Programme implementation tools, NHD observation checklist, RI monitoring format by NGO staff and the counterparts.

6. Document & disseminate reports & results.

• Facilitate the monthly review process of reports and ensure timely formal feedback to each of the assigned district team.
• Coordinate the information needs between the district teams and the state project team
• Disseminate the analyzed data in the Quarterly learning and review meetings
• Coordinate with CIHQ in Knowledge management systems to be institutionalized in State and districts
• Facilitate the capacity building of program officers on documentation skills
• Support state team in documenting the processes related to INHP interventions

CONTACTS/KEY RELATIONSHIPS:

• Regional Managers for institutionalizing the MIS at district and state levels
• Commodity Technical Assistance Officer (CTAO) for matters relating to commodity TA to ICDS at district level.
• Sector Support Coordinator.
• Program Managers of other sector programs within the state.

Working Conditions:

Based at headquarter, & undertake regular / periodic field travel to provide hand holding support to district team members.

QUALIFICATIONS & EXPERIENCE
Qualification

• Post graduate degree in statistics/economics/demography or related field.
Experience
• 3-5 years experience in monitoring & evaluation of developmental projects, preferably nutrition/health especially RCH, NRHM and ICDS.
• Experience in working with Government, NGOs and Community Based Organizations.
• Understanding in Social Audit processes and PRA.
