Reservations....its needed in private sector too..

Caste based reservations are needed in our society and our Governments over the years for once are doing what is needed though not in the right manner(not surprising though). Just for reference I belong to a forward caste

Opponents of reservation, they are dime a dozen, justify their opposition citing meritocracy, democracy, USA, Europe etc etc. A famous example often used by these folks (recently a popular socialite and savvy businessman quoted the same example on a TV talk show) is " if you are on the operating table, would you like to be operated upon by a doctor who has come through reservation" How absurd and foolish? quite often I laugh at these examples, but sometimes it sounds scary.

It is as if forward castes have complete jurisdiction over "merit". Mind you, examples as above are never cited about doctors or engineers coming out of private colleges after paying huge capitation fees. Yeah, forgot to add that Rich too like forward castes have complete ownership of "merit".

Lets dig deeper, even today after 60 years of independence and reservations, FCs constituting about 25% of our population, occupy nearly 65 to 70% of central government jobs, the percentage goes up substantially in class 1 government jobs to around 75 to 80%. On the face of it, "merit" dominates the government sector jobs. Now the question arises, what level is the quality of performance of this sector? the answer is simple and straightforward, substandard. Where has merit gone?

A society which prides it self for being top of the heap in every international corruption index, where health care to rural areas is still a joke, where killing female foetuses and dicriminating against the girl child is cottage industry, that society talking about adverse affects on "merit" due to caste based reservations is bit far fetched and to put it in colloquial hindi "hazam nahin hua boss"
Another argument that our friends have is, reservation divides society (trust them never to give up). Dunno if reservation is responsible for two progressive southern states indulging in gutter level mudslinging and violence over river water, another two states over a district. Another bunch of idiots in the commercial capital of India, discriminating against their own brethen through violence and blatant threats, because they happen to be from a different part of India. None of these examples given above have anything to do with reservations, yet our opposition friends talk of "reservations dividing India".

Today Government is not the sole or the over dominant job providor, compared to about 15-20 years back, so it is flawed to assume that reservations in government sector is enough to emancipate those sections of society which need to benefit from reservation.

The private sector today is a key or some would argue, the dominant player in providing jobs, reservations should be extended to the private sector, not at the level of the government, but certainly at a significant level. Why not? initially they can take a a cue from IIT's "zeroth year" concept. Students who can avail reservations but have not cleared the entrance exams in the reservation category are given a one year training after which they become part of the regular students. The private sector can so something similar, people who have not cleared their interviews at the first instance, should be trained for a three or a six month period after which they can be absorbed into the company payroll.


The bricks and mortar companies would oppose primarily on the basis of "Merit", development, democracy etc etc, they should be reminded, at least majority of them that not too long back when the country initiated economic liberalization, some of the big guns in these industries spoke about level playing field, special privileges to compete against MNCs. Was that not reservations (quotas) in a different guise?

Second comes the New economy companies, these companies, atleast a majority of them will besides talking about "merit" and other such stuff, would also talk about customer service, international operations etc. There should be an additional layer to counter their arguments, apart from what was used to counter the old economy guys, one needs to mention that for years, international companies have first encountered central government employees(dominated by "meritorious" FC category people), whenever thay wanted to set shop in India. They faced incompetency, corruption and an absolute lack of transparency at different levels.

Wow, all this looks so simple, but I know that I know how it all works...Politicians and other interest groups will continue to play politics with reservations, PLU will continue to talk about "merit" "democracy" etc.... people who have been discriminated and throttled for years will continue to done the same.

Dalits and people from other discriminated communities will continue to be denied the right to pray in a temple, the right to fall in love with a upper caste woman/man and above all the right to live with dignity.
Let me end with some statistics....

13 dalits murdered every week5 dalit homes or processions burnt every week6 dalits are kidnapped or abducted every week3 dalit woman raped every dayCrime against a dalit every 18 minutes

Thank you all for your feedback. Amidst a deluge of anti reservation comments most of which are well rehearsed, there was one silver lining; Piyush agreeing to debate on this issue. Thank you Piyush. One point on the general feedback, thank God politicians in India are smart enough to ignore opinions of people like us.

Piyush,I mentioned about public sector dominated by Forwards because often, people say merit is adversely affected due to reservations, now looking at the public sector demography, it is dominated by forward castes. My question was if the public sector is dominated by forward castes who were supposed to have come through merit, what happened to their performance, why were these people not able to provide higy quality service and performance, all of them are supposed to be meritorious?
Secondly i mentioned about private sector because they are or would be in future the dominant providor of jobs.
Thirdly i don't remember talking about temple visits,but i did mention about crimes against dalits. My point was social and economic empowerment is needed for any section to come out of deprivation and discrimination.

Well this is well oiled topic and all can expect lot of comments for and against this topic.
The irony is all are doing so to gain something from nothing. As brought out by some there is a need for strengething the basic education rather than talk of getting a degree the easier way. As aptly brought out many a times by Dr Kalam, all the private sector and government should lay stress on improving the education system. I had an oppurtunity to implement a project to monitor attendance in government schools in Karnataka by using biometric attendence monitors. I would like to bring out facts that the children I interacted in government schools were really intillegent and adapted to technology easily. I saw a few computers in a governemnt school along with a number of interactive educational tools which were lying in a closed room whcih looked like a gowdown of sorts. I asked the principal and she promptly came up with a reply these were donated by Wipro/Infosys. But what use when no one is using it. There is no point in creating a NGO and dumping all these at schools without a proper process to implement the same.

As coming to minority schools, I was surprised to notice that the actual studnets enrolled in the school was hardly 40 % whereas the attendance registers showed double the number of students. The principal there was pleading to manipulate the attendance obtained through biometric device just to ensure that the school will not be de-recognised. The children there were sure of getting a seat in any professional college jsut because of their community. We can see that this has already killed the urge in the child to study and perform.

Is there no way out or any possbility of improving the system to provide basic education and with a purpose and cause? The private sector can take a lead in this and come out with educational institutions of their own rather than spend money on NGOs who arejust looking for funds and just show they are hardly working in improving the system. The private sectors can bring in the professionalism and the quality which they boast in their ads and websites ( ISO,CMM and what not) to these schools. Also they can have their employees teach this professionalism to the children in the school and they will also feel complete and have the satisfaction of giving something back to the society.

The debate on reservations has been endless and has resulted in riots/demonstrations - Mandal Commission being just one example. And I am surprised that none of the above mentioned these riots which were in a way landmark to reservation policies of the government.
Reservation at higher education level needs to be discouraged. All we need to ensure is that education (primary and higher level) is available to the scheduled castes/tribes and backward castes. In absence of, how does one assume that they are trained to deal with the pressures of higher level professional training? The drop out rate or failure rate is high among those who get admission under reservation and needs to be treated as an indicator of the need - NOT for reservation at higher level professional colleges but for school education. Both public and private sector may need to be proactive and ensure schooling for ALL children, availability of teachers and quality education rather than what is currently available in the rural areas. I do visit the rural areas during the course of my work, and while the "economically poor backward" remain "backward" it is their richer counter parts that benefit from reservation.

I will not wonder if one day,,, this Reservation policy would end up with civil war in our country just like they had in United States during the time of The great President Abbraham Lincoln, who successfully solved the problem by making the people understand the crux of it,, unfortunately with his precious life.

I couldn't see anyone like Abraham Lincoln here in India, who has that depth of understanding & courage to execute the solution of this caste based divider between humanity.

I deeply believe that,, when Ruler fails,, its the people who take the gauntlet and lead the revolution,,,,,

Sai Srinivas, I am sorry to say, but this is the stupidest and in one way scariest thought I have seen in recent times.
Your thought process is aged way years back.

I have seen many students in India just bunk classes and have fun, because they think they don't have to study as they are already "previleged" with reservation. On the other hand there are other students who struggled to pay the college fees and live on "charity donations" from the "reserved" even though they are highly meritorious.

I want to point out that the reservation is actually "killing" the merit among the "reserved" sects and making the non reserverd more "frustrating". So it is bad in both ways. it is a "negative stigma" to our society. it is disastrous.

If you see any college campus in India, the "reserveed" candidates are definitely well off than their counter parts.
So, on what basis you categorize them to be "reserved" - this is pure in justice.

Thanks to the IT revolution where pure merit really prevails. Being in the IT area you might be seeing the results of IT field first hand. If not for IT/private sector just imagine where India would have been.

So, please change your thought process, think positive and think strong. Encourage competetion beyond any caste, religion colour. Embrace the fact that only fittest will surive.

If you are really concerned about under previliged people donate for their food, for their education and give them a real chance to join the competetion.

this is really foolish thing to see in siliconindia evrey one wants the knowledge dear sir please come out from that phobia becoz i want to say one example if any sc are st person going in a byke suddelnly lorry has crossed him and he was under serious position but around the people are bc or oc candidates when he wants to do help you will accept or not if you accept means never talk about the resrvations.if your having a zeal and enthusiasam good energy to work for the organisation definately the oppurtunity knocks your door to give the life.do you what is the meaning of caste it is nothing but getting traditional from past by parents and four fathers becoz they will say about their gods and be like that he will gudies his son are daughter to use full for the country and his family.the main thing it has been created by the pepole who encourages the reservations that the politicians are utilizing and earning money from the castes.so be a genuine and creative mind in your life if your like this we cant do anything in your life.by gvng reservations talented person is not goinig to do anything but with out reservations every talented person will get a chance to create a history in world.other countries are following only the talented persons becoz of every one are going to other countries and showing their talent one ex;today have you seen newspaper. in afghanisthan one indian has died why becoz indians are not seeing the talent they are seeing reservation are not so every one are trying to go for abroad plan. so when india will think about talent deffinetly india is number one comparing to other countries.to evry one iam saying what today your talking is not important what tomarrow talks about you is important that will gvs energy for your carrier.

As the blogger has used the terms FC and BC, so I will have to

discuss in same way. Though, to me there shouldnt be anythis like

BC or FC; all are citizens of India. I APLOGISE TO USE THESE

TERMS.(though "some" of people from BC use such terms very happily

to argue to get reservation regulation implemented).

1. What should be done in a situation when a person from FC with

88% marks doesnt get admission to college whereas the person from

BC with 45% marks gets admitted to the same college?
Wasn't it the right of a person with higher marks to get admitted

over that seat? Is this situation justified?


2. The problem won't get solved sighting examples (just for the

sake of debate) of people who get admission by high donations. The

fact is none of them (no matter belongs to BC of FC) deserves to

get admission, if he/she doesnt have technical competency, if

proven by his admission test result or his previous classes'

performance. (I hope my idea is clarified to you).


3. I would like to sight an example of one of my classmates of

engineering. He was clinically certified handicapped (sorry if this

laguage hurts anybody's feelings but cant have any other option).

He had an opportunity to get admission in engineering through the

"handicapped-reserved-seat". But he had obtained a good score, that

would get him admission through general category. AND HE DID THAT !
This proves that the one who has the competancy doesnt require the

"shield" of reservation.
Can't the BC people do that or they don't have confidence on their

competency?


4. Or for that matter tell me, why should caste be the criteria for

judging a person's efficiency? Should the reservation be caste

based really? Does it make any sense to mix caste & work? That's

why the private companies judges the person by his academics and

past work AND NOT BY CASTE AS YOU LONG TO BE DONE.


5. You quoted Female Foeticide ! Yes the problem still persists in

some families (plz note m not saying persists in rural area m

saying in some families). Is it to be blaimed to the FC ? Dont the

BC do it? Again the act of female foeticide doesnt link to being FC

or BC. It links to the education of the family (not the

technical/academics education but the EYE OPENER AWARENESS PROGRAMS

RUN BY GOVT & NGO's).

So your argument stands NULL here.


6. You said that there are other factors dividing society. Yes

dear, there are other factors. But reservation is one of those

factors too. So try to reduce the number of these factors. Just

creeping about other factors won't solve the problem. If any of

these factors could be finished, we should do it happily...whether

its the "politicians' provoked violance" or resrvations.


7. You are talking about "reservations in Govt are being

enough"...dera it should have been banned years back in GOVT

ITSELF. And you talk of providing it in Pvt sector also?


8. Why should only "students who can avail reservations" (i.e BC I

think you mean to say isn't it?) be trained in IIT zero year? Why

not the others who couldn't clear the entrance, be included? Even

they require coaching as they couldn't clear the entrance test..!!


9. It would have been better if you had taken the figures of crime as against whole of India's Citizens..! and not disciminating like this.

Is this write-up something related to the author's tag "Rebel without a cause" - just to be a rebel without "thinking" and ending up in writing all this non-sense. I never heard a private -sector firm denied a job for because of the caste to any above mentioned backward classes, if there is a merit the doors are always opened. Instead why should one with merit has to compete with a lesser merit since because he belongs to the cursed, so called FC.

First of all to talk on this topic is meaningless...because the people who want reservation they are the majority in country.&& Government will do any thing just for vote.
But any how i feel the guy who started this thread he needs to read more like comment given here..then his bheja will open if it.
Really its shocking to read this article written by a person who is Asst. manager...
Ok. one point i ask ...how many times a single person should get Reservation?????....Already he got addmission into an institute through Reservation....Now he should become equal to all the people who have studied there..by any how it should be his effort....then again u want reservation for him to get job.....ok.....then again want reservation for their children....
if reservation would have helped ..then by it would have been removed at all from the country...but what is happening everybody
is fighting to the caste status of reservation categories(example---GUJJAR-Rajasthan)..in place of studing hard,
finding suitable profession(matching their strengths)...
Its all bloody VoteBank politics...making the country a lazy country.
please just remove the word RESERVATION frm Dictionary.

Two wrongs never make one right. If someone was wronged in the past curbing the growth of other gorup of people who were not directly involved for doing that, is not correct. Caste based Reservation in no way would be able to check or compensate for the damage that has already been done. The statistics provided by the user really aren't required or are realted to the topic. Crime is crime be it against anyone. He is talking abut Dalit women being raped....how would that stop provided caste based reservation exists when in most of the caes the rapist is a family memeber. Its not reservation that is required but education in its litreal sense. Reservation is no where an answer to female foeticide or the other dalit crimes. Caste based reservation is as incorrect and inappropriate as above mentioned crimes in India.

I am not going to get into a mindless and endless debate, I want you to read this letter written by the CEO of Cypress to a nun, who wanted Cypress board members to be selected on basis of race, minority status or sex. Here is the link. Believe me, this letter should serve to you as an eye-opener why the private sector needs only a meritocracy to survive.

Also, on one hand that you ask for quotas in private sector, on the other, you list the example of public sector, where most jobs are held by FCs. This is not an apple to apple comparison. The public sector is inefficient for its structure, and there is no justification of having a private sector quota because of this. Also, dalits not being allowed to pray in temples has nothing to do with issue, please do not mix and match issues.

While I am willing to take your arguments in favor of the quota regime and debate them, they must be fair, and fact based, not on some arbitrary comparisons like you have drawn above.

This is sheer stupidity. Has any private sector company ever looked at your caste. They recruit on the basis of merit and that is why they deliver better results. Whatever caste you may belong to, let the merits of a person prevail over his caste.

Like many others said before, reservations have been in existence for the last 60 odd years and it has only benefited the rich backward caste people. I am a frustrated forward caste person who left India, when I had to study in a state that had more than 60% reservation (TN)for BC/SC/ST etc. The worst thing is that the good students from these categories are eligible to compete in the open category, which effectively makes the reservations more than 65%. Why should a person getting low marks be forced into something that they cannot cope up with. Reservations is due to politicians who want to keep their vote banks. It is also another channel for corruption. Even when I studied, it was relatively easy for someone to get a "caste" certificate if one wanted to - thanks to the corruption.

I strongly sympathize with the people who suffer, be it lower caste or higher caste. There are so many forward caste people who suffer due to their economic conditions. They don't have anywhere to go. Most of the time it is those rich backward caste people who block those who truly need it. Getting a good infrastructure and getting rid of corruption is a better way to go. Reservations only lowers the standards of the country not necessarily bring up people's lives.

Its like the comment the British Queen made several decades ago "If they are starving why cant they eat cake". Reservations is not a solution - education and enforcing legal system is. Politicians have passed the buck by forcing public and private sector to create reservations. Why dont they build schools and provide top class education to the children who are poor? Why dont they build infrastructure and create jobs? But those are difficult to do and its easy to create stupid rules to force people to enroll and hire based on caste. Do you have any idea about how low the % of SC/ST/BC are high school educated? If they do not even have opportunity to finish high school what sense it is to create reservations in colleges and jobs. Do you realize who takes advantage of this? Rich backward caste. I want backward castes to be equal in this country - sadly reservations is not the answer - its a politician's way of passing the buck and getting votes.

Before we talk of reservations blindly ,we need to look at what 60 years of reservations has done to date. How effective has it been. Are there alternative strategies that can be adopted to uplift millions of dalits.

Just blindly reserving does NO GOOD. The author gives example of Indian companies that needed level playing field, and special privileges only but he does not look at the result of those policies that these very companies are recognized international players today, with billions in revenues and hundreds of thousands of jobs across India.

We need to compare apples to apples; compare not just the policies but also their results, how effective they are, what needs to be done to bring an effective change. 60 years of reservations is more of a Divide & Rule policy for politicians.

The author talks of foreign MNC's have to face corruption, incompetency and lack of transparency. Yes he is right but what he is not looking at is "why it is so?" deeply. Have you ever heard of "RED TAPE". If for every small thing you have to get a license because of the license raj in India and lack of transparency, it will encourage corruption, incompetency among people any where in the world and not just in India.
So the root of the problem is not the people but license raj practices. Even today Managers and CEO of companies line for hours to meet some govt. employee because of power in his/her hands.

The world compares India & China and one term that I consistently hear is that China progresses because of the Govt. but India progresses DESPITE the Govt. but for a few policies.

Bottom line AND REMEMBER THESE GOLDEN WORDS:

THE ROLE OF THE GOVT. SHOULD BE MINIMIZED WHERE POSSIBLE AS IT ENDS UP CREATING IN-EFFICIENT SYSTEMS MOSTLY (You do not need to remind me Indian railways example as there are hundreds others to counter that).

LET THE PRIVATE ENTERPRISE HANDLE IT. THEY ALREADY ARE FACING TALENT CRUNCH. LET THEM INVEST MONEY IN SCHOOLS, COLLEGES, TRAINING FOR EDUCATION. GIVE THEM INCENTIVES TO DO SO BY MATCHING IT EQUALLY FROM GOVT. FUNDS AND VOILA WE HAVE PEOPLE UPLIFT FROM POVERTY in a decade"

The role of the govt. should be to enact policies to give incentive and not push stupid laws down the throat of people and companies.

An upward caste guy who cares about lower caste people but does not agree with incompetent reservation policies of Indian Govt.

Reservation doesn't come into existence when a child is enrolled to school it comes into existence only when he join colleges or apply for job why? then why not before? Reservation limits meritorious students from making entry to good colleges and jobs instead give way to those who don't deserve it end up being failure in life.
