Manual Scavenging

Scavenging is such an important function but scavengers are a detested lot in our society. Basic hygiene demands the scavenging needs to be fine inorder that we do not lead ourselves to diseases. No one other than the father of our nation attached priority to this when he advocated setting up of community latrines where the upkeep will be done by the owner of the latrine without manual labor externally employed. I was moved by the monumental efforts of this great soul in pre independent days when he set up his ashrams in Wardha and Sabarmathi. He himself has cleaned up the toilers and compelled his wife to do the same much to her annoyance. It is a shame on all of us that manual scavenging is still in this country when we talk of 9% growth rate and impending super power status. The Hindu published a story which revealed the extreme inhuman conditions under which manual scavangers work in india for pittance employed by Railways, Municipal corporations et all when the law forbids manual scavenging. most of them are Dalits and they do this job because there are no alternate employment avenues for them. The rehabilitation programes have been disastrous and full of corruption. Except perhaps the efforts of Dr. Pathak who had set up Sulabchain of community toilets, the Government or others have done precious little for the rehabilitation. Not even the so called Dalit Leaders. Not even Mayawatiji, Behenji who dreams of becoming our Prime Minister with her Sarva Jan Samaj theme. When a sizeable portion of our population still continues an abborrent profession without any alternate ways of livelihood, is it fair to claim credit for all development that has allegedly taken place around us ?

As the topic came about scavenging and trains.. I would like to narrate my experience of train travel in Russia.

I had the oppurtunity to travel from Rostov to Moscow in a train. Our coach attendant was a lady who welcomed us at the door and checked our ticket and showed our berth. This was just the beginning. The train started its journey and the same lady came and delivered us the bed rolls and also gave us the timings and where the train would stop thought its journey, and enquired about our catering needs.

The best part was she came to us around 15 mins before any city limits would arrive and tell us that she will be closing the toilets as the train is entering the city limits and we should finish using the toilet needs and she will open agian after 30 mins only.

The same lady served us our dinner and picked up our plates, she used to check the tickets in every station, inspect the train under carriage at every station, ensure that the toilets were cleaned in the stations.

The same work is carried out by 6 people in Indian Railways, There is person only to provide bed rolls, there is person to serve you dinner, there is person to check your tickets, there is person the check the train under carriage/brakes, there is person to wave the flag. All this is done by one lady who was polite unlike our TC. And above all she took pride in her job and was alwaya willing to help and did not have a stern face like our good old TC. Here all tend to do a favour to another and we will have to be obliged to all at all times...

It is only about the mind set we have developed. We always feel we are doing a favour to another be it any job. We ahve a mindset that the other person is always trying to opress us. We have to change our outlook and it has to be a movement and not through a few schemes which will always be misutilisted. The government schemes are only a stepping stone for people to mis-utilise the funds.
