Before the bell rings at COP15......,
APPEALING TO ALL PARTICIPANTS................ PL.HAVE THIS
VITAL FOOD FOR THOUGHT:
In a few
hours henceforth, the biggest mind boggling, ALL CORRIDORS FILLED ,thunderous, most debatable,
vociferous question would be ‘who shall
pay how much for cutting emissions?’ which question may make or mar COP15.
In my layman’s
perspective, ‘let the erstwhile polluters
pay’ is the basic and fundamental rule to arrive at the best solution.
Then,
naturally question arise in every mind -‘who
polluted most the earthly safe atmosphere and brought it to
the edge of crumbling? ‘if the principle of ‘let polluters pay’ accepted by all.
Identifying
the ‘erstwhile polluters’ and the level to which they polluted can be carried out by impact assessment norms already
fixed for ‘climate change’ and ‘global warming’, sea level rise etc.
How much it
would cost to restore everything to 1992 levels of pre-Kyoto protocol. As per
their respective proportion of penalty
to be levied for their ‘past sins of
polluting mother earth’, the restoration
cost has to be paid on annualized basis till such time the restoration process
is continued .
The UNDP
like international body would set up the high power committee to be the ‘watch dog’ of these processes and the
penalty fund that accrued would be proportionately distributed among the beneficiary
nations to alleviate their man made poverty
that was created by all past direct activities
of the super powers that led to total/partial depletion of natural resources such as rain
forests cover, biodiversity, water, minerals and so on.
People world
over know who built maximum ships, enjoys cozy houses, reads metric tons of printed
volumes (that contributed to depletion of tree-cover), built sky scrapper- hi- rise
concrete jungles, manufactured and runs millions
of automobiles, air conditioners, ammunition, arsenals and all that increased carbon levels and GHG emissions
heating the atmosphere, and destroying heavenly environments of rain forests, mountains,valleys ,rivers,seas
and all water bodies for their seer tourism- pleasures to the annihilation of
food security of local inhabitants depended
on such natural resources like fish, fruits, food grains, forest produces etc.
Who
committed, how much of such ‘sins’ be
measured and accordingly let the sinful polluters, be it an individual or country or nation or continent, pay for the
proportionate cost of restoration to normalcy wherever possible or build up
alternate renewable resources so as to guarantee the affected peoples’ livelihood forever.
Let not the
polluters be allowed any longer to pollute further at their own
will and pleasure, however powerful bigger brothers they are.
Let COP15
help draw the rules of this game for the ‘eternity of mother earth’.
