Supreme court gave ruling and by that state government is obliged to give licenses to dance bars in Maharashtra. SC scolded government for doing the work of moral teacher and reprimanded it to concentrate on only law and order job. Arguments put up by the court is in many ways correct. In a democratic system an elected government has no right to teach particularly adult people how and what they should do. While this government is notorious for being the most corrupt government and such a shady administration to teach adult people about moral lessons is nothing short of a dirty joke. So long as there is no law and order problem a government has no business to poke its stupid nose in matters of adult people. First this government should clean its dirty image and endeavor to become an honest administration and then may be they can suggest people about better ways to enjoy their leisure time.

People have their reasons for going to such places for releasing their oomph. This is a question for psychologist to handle and as every body knows we all are passionate to some extend and there is nothing wrong in it. How one should enjoy his life is no concern for a government who is terribly inefficient otherwise. What these people do at such places to enjoy their time is their very private life and nobody including government has any right to even pass comments on it much less of trying to ban it. Government should have understood that it is infringing on the rights of its citizen by doing that. Particularly when they are adults and not juvenile. Bar girls are also adults and what two adults do by mutual consent is nobodies affair. In democracy we cannot impose ideas of some group of people on other groups of people by making such restrictions. Anyway, this government has yet not realized what stupid mistake it has done; I say this because we hear that the state government is not going to accept the ruling of SC and may try to dodge the licensing through some or the other excuse. All the same, we know when SC shall further scold it; they will have to relent and give licenses to these joint.

Previously licenses were issued to them almost any where in the city, there were these clubs near residential places, near schools, temples and many other places who have their own democratic rights and for that they could object to the presence of such joints in their vicinity. It is a matter of conflict of two democratic rights. And as we know this government upheld the democratic rights of the other group; rejecting rights of Dancing clubs. At this point I have some suggestions to this government. We can see what British government did about this conflict. They prepared a Red Light Zone on the outskirts of the city. Eventually as city grew, today we see this area right in the middle of present city. To emulate this policy of keeping these activities outside the city our government should give licenses to these clubs outside of the city and for that they will have to earmark Red Light Zone similar to Residential Zone, Commercial Zone, Industrial Zone.

I visualize that this Red Light Zone (RLZ) should be like Special Economic Zones, a separate area with all amenities such as hotels, clubs, bars, gambling joints, massage parlors, dormitories for workers to rest, hospitals, gymnasiums for bouncers who are a must in such areas, dispensaries, chemists, police station, restaurants, gardens, Coffee shops, Ice cream parlors, etc. a spacious parking area to park cars. No public transport buses shall enter it. There will be entry points for RLZ where police can hold if any juvenile found trying to enter. There shall be no provision for any residential flats in the entire Zone. That means, no body can stay there excepting in hotels. The RLZ will have a tall compound wall with one or two main gates for entry, so that inner places are not accessible to outsider. Close circuit Cameras of high resolution to keep a constant watch on visitors to see if any antisocial element is entering in that place. There should be a service of electrically driven cabs to ferry people to places within the RLZ. I visualize also that total area of this place will be at least about six acres. One RLZ for each big city or a common RLZ for a few cities in the close vicinity be prepared with help of some competent builder, who shall do the plan and construct the buildings in this RLZ. Dancing bars and other activities will be housed in these buildings on rental or ownership basis. The RLZ shall have its own water store and supply facility. In short it will be a miniature township for adult pleasure seekers.

Dancing girls will have to have a license as professional club dancers and to add on that their profession be included as a profession for professional Tax. That shall give them some status and government may earn some revenue from that. For the benefit of these women, Banks should open branches in RLZ. Working time should be 8 pm to next day 6 am. That means during day no outsider or customer will enter this Zone, only licensed workers in these places will enter to do their duty. Public transport buses and other vehicles will halt outside the RLZ. Security will be provided to all cars parked in the parking places in RLZ.

All Dancing bars, clubs of this type for the city will have to be within this Specially prepared RLZ. Such RLZ should be prepared for all big cities where this is the need of people. This suggestion if accepted by our government there will be no problem as both democratic rights are respected. The police can keep vigil on this areas to spot criminals and other antisocial elements as they will often visit them. I feel these RLZ will help police in catching criminals who are otherwise not easily nabbed. Today informers are not helping police because of misbehavior of police with them and in such a situation this RLZ will prove very useful. In spite of such RLZ facility provided for a city if anybody found to be running any activity such as dancing club within the city limits, the offenders will be severely punished. To my judgment Maharashtra alone will need at least 50 such RLZ to quench the passion of its adults.

I hope government take a note of my suggestion, if not, there will be more problems if they allow these activities within the present city. I request to Dance bar association to accept my suggestion and carry it to the state government for approval. One psychologist recommended that present condition of too many rape cases is one off shoot of the ban on these activities. I suggest to concerned persons like Mrs. Kale and Mr. Singh who are involved in the matters to think of this suggestion and try to implement it. I shall be happy to give more details in this concept of Red Light Zone.
