Which are riskiest and safest outsourcing locations?

For long, India has been considered as the world's top outsourcing destination. A recent study by Black Book of outsourcing on top 25 riskiest locations for outsourcing has as many as eight Indian cities in their list! According to the study, one of India’s biggest commercial hubs Delhi/Noida/Gurgaon (NCR) ranks the 6th riskiest cities. The reasons cited include transnational and geopolitical issues. Threats of rebel and terrorist activities in the NCR are the biggest concerns. Unsecured & unprotected networks, infrastructure, technology & telephone, uncontrolled environmental waste and pollution are some other factors mentioned.

Compiled by Scott Wilson as part of his annual Black Book of Outsourcing research, the list of riskiest outsourcing locations is based on the same criteria as the list of safest outsourcing spots: local strife and destructive forces to capitalism; corruption and organized crime rate; transnational and geopolitical issues; currency fluctuation; domestic crime rate and police-to-citizen ratio; unsecured and unprotected networks, infrastructure, technology, and telephone; uncontrolled environmental waste and pollution; terrorist or rebel target threats; legal system immaturity; and, weather and climate hazards.

Here are the lists for your reference.

Which factors do you consider and will you consider these lists for reference when choosing the outsourcing destination? Someone thinks the list of riskiest cities looks like the first world view of the developing world is flawed and possibly even seriously biased. What’s your opinion on these two lists?
