Herald of E-governance Era!
Nowadays I hear a lot
about e-governance. More
and more states in India
are keen on adopting IT
in their governance
initiatives. What is
interesting is that
despite its tampered
image of murky politics
all the time,today Tamil
Nadu has become the best
e-governed state in the
country, followed by
Himachal Pradesh,
Delhi,Haryana and AP.
This IDC survey was based on assessment of state IT officials, sample size of 3150 citizens, professionals and businesses. The results were based on a two level survey that assesses every state’s IT vision, implementation plan and ease of use of the various services. It also factors in IT allocation for new projects in 2007-08, their implementation and user satisfaction.
So, what’s e-Governance? It’s the use of IT to improve the ability of government to address the needs of society. It includes the publishing of policy and programme related information to transact with citizens. It extends beyond provision of on-line services and covers the use of IT for strategic planning and reaching development goals of the government.
According to a report there was a 12 percent rise in IT spending allocated to states by the central government and that was the prime driver in increased focus on e-governance across states. Meanwhile there are lots of efforts going on to make the technology as a key driver in the governance.
These are good signs of government helping create an internal market for IT. Well, IT enables the delivery of government services as it caters to a large base of people across different segments and geographical locations. The effective use of IT services in government administration can greatly enhance existing efficiencies, drive down communication costs, and increase transparency in the functioning of various departments. It also gives citizens easy access to tangible benefits, be it through simple applications such as online form filling, bill sourcing and payments, or complex applications like distance education and tele-medicine.
Today almost every state has an IT policy in place with the aim of evolving itself from being an IT-aware to an IT-enabled government. State governments are fast recognizing the benefits of an IT-enabled working environment. Yet, what’s really interesting to note is that customer satisfaction index (of e-governance) has slipped from 64.8 to 63.6 percent!
