I think if we can do the below, then probably.....

1) Understand what is English (Basic Knowledge).

2) Practice speaking in English (Usage of Words).

3) Watch English Movies and understand dialogue by dialogue.

4) Start Discussing with people around you (only in english).

5) Share your thoughts through blogs like this....

6) Write as much as possible, read as much as possible, speak as much as possible (every thing in english).

.... even a beginner can do it in 1 year, What say? Lets do this exercise or Share your thoughts.... here!!!!!
