Power and empowerment are concepts that are of considerable importance to the people throughout the globe.Alvin Toffler ( 1991 ) calls this era the "power shift era",which implies a deep level tranformation in the natuer of power.There is an old saying,"power corrupts,absolute power corrupts absolutely",but today in the knowledge era,powerlessness corrodes and absolute powerlessness corrodes absolutely.It is a general observation and experience that in the organisation,if people feel powerless,then it leads to a helpless situation which in turn ffects the organisational performance.Moreover responsibilities and accountability help individuals or motivate individuals to perform better.

Empower is a process which has evolved in response to the trend towards a greater degree of responsibility and involvement amongst employees in the running of their organisation.This trend has emerged as most organisations have realised people involvement and recognised the capacity of their human resources to improve and enhance buisness performance.The idea of empowerment is not new.Lao Tse in China in 6th centuryB.C.said,the characteristics of a great leader is that,"when the task is done,he will say:We did it ourselves",(LaoTse,citedbyWley,1934).Conger and Kanunugo(1988) show a performance for empowerment as a motivational concept associated with enabling rather than delegating.Enabling implies the creation of conditions by managment so that people can experience enhanced motivation to achieve the desired level of performance.Apart from providing conditions such a offering the necessary support and reorganisation,management is also expected to remove conditions that foster powerlessness.
