The answer is none other than the Constitution of India!
Do you know the best Standard Operating Procedures ( SOP)?
The answer is Central and State Service rules!!
How can it become the best?
It enables a 10th standard passed to manage a process of a department with out mistakes. People can be replaced easily.
The management System hierarchy is clearly defined such that none of the document is released with out the review of everyone in the hierarchy to the top for the final signature. All reviews are based on documented rules and regulation.
Every micro process is clearly defined such that decisions can be taken at levels based on the seriousness of the subject.

Here is a medical theory when interpreted establish the need for a Quality management System.

Replace the critical medical words with words used in business.
QMS - Quality Management system
HQM- Highly qualified Managers
HOD- Head of the Department

During my consultancy the toughest to job is to get the participation of the Top Management. But the false ego of the qualified managers refuses to accept. They don't accept their limitations.
