Will strict anti ragging norm curb ragging ?

From rusticating a student found guilty of ragging a junior to cancelling affiliation of that institute and withholding financial grants of institutions where ragging takes place, UGC has come up with a detailed draft regulation on Thursday.

A student found guilty of ragging will face cancellation of admission, suspension, withholding results, suspension/explusion from hostel, fine of Rs 25,000. There is also a provision for collective punishment when the persons committing or abetting ragging are not identified.

The draft mentions 16 punishable ingredients of ragging. Theses include abetment to ragging, unlawful assembly and rioting while ragging, public nuisance during ragging, violation of decency and morals through ragging, injury to body, causing hurt, wrongful confinement, use of criminal force, assault as well as sexual offences or even unnatural offences, extortion, criminal trespass and offences against property.

According to the draft, advertisements for admission will clearly mention in block letters that ragging is totally banned and anyone found guilty of ragging and/or abetting ragging is liable to be punished. The prospectus should incorporate all directions of the Supreme Court and or central or state governments so that parents are sensitised.

The application form for admission will have a printed undertaking to be filled and signed by the candiate. A student going to hostel will have to submit another undertaking. Institutions will be asked to tighten security, besides identifying and properly illuminating all vulnerable locations.

After admission, every student will be given a printed leaflet detailing when and to whom he has to turn for help and guidance. At the end of every academic year, the head of the institution will write to the guardians of students who will be completing the first year appealing to them to impress upon their wards to desist from indulging in ragging the next session. Also, the institution will form a cell consisting of mentors for the succeeding academic year.

Institutions have also been asked to set up three committees: anti-ragging committee, anti-ragging squad and monitoring cell on ragging.

To encourage healthy interaction between freshers and seniors, institutions will set up committees with student advisor, course-in-charge, warden and some senior students to actively monitor, promote and regulate healthy interaction.
