How to make elected representatives accountable?

Irresponsible behavior of we Indians, as is in general, is unmistakably visible in the behavior of our elected representatives. When elected, these people just vanish form the scene and are not approachable till next elections.

This is because there is no accountability of them to the public, under any Indian law.

It is generally said that if they don’t behave properly during this term, don’t elect them next time. But then precious time of the nation, and the great opportunity is lost. Sixty three un-returnable years have been lost in this process.

Such a large time has passed, but no worthwhile effort has been made to find a way to make these elected representatives accountable for the position they hold for a long time. No system has been devised to force them to comply with the promises they make to the public before elections.

Given the economic condition of the population of this country and the money and muscle powers many of these people yield, they come to power again, despite their horrendous record in the previous term. Some of them are so lethal that they get reelected, even if they are in jail on the charges of murders or other heinous crimes, at the time of elections.

It has now become necessary that the elected representatives be made accountable for their performance.

I have a suggestion to make a beginning in this regard.

Election Commission should start a website in which every candidate who files his or her nomination for MP or MLA election, should be given a page. In that page each candidate should list out the promises he or she makes to the public of the area. When elections are over, pages of defeated candidates be removed and pages of only elected representatives be kept in the website.

During the term in office, public should be able to ask questions to the elected representatives on this site and the answers given by them to these questions should be visible to all.

Data on the performance of each representative, in terms of his attendance, his behavior in the assembly and the questions he asked etc. should be incorporated in the site by the appropriate authorities.

Full detail of 'MP/ MLA grant' spent by them, alongwith scanned copies of bills should be made available on the website.

At the end of the term, a large creditable panel of experts should examine the performance of each representative, and send its recommendations to Election Commission, on the eligibility for the next elections.

Those politicians who have not conducted themselves responsibly, should be debarred from contesting in future elections.
