However this is a Case of Too Little Too late. The country is on fire. Terrorist incidents are happening day in day out. In fact a citizen of this country hardly feels safe. What is important is to quickly come up with concrete steps to face the Terrorist Menace.

The Central Beaureau of Investigation (CBI) already has a special Crimes Division and an Economic Offensive Wing. It has been taking up complex case involving Inter-state linkages or even international ramifications so far. All the government was to do was to provide more mandate and give addtional power to CBI. It is also important to see wether the present interlligence agencies have the necessary technology and training to fight the menace of Crime in the form of Terrorism which emanates not from within the country but from Outside.

When the U.S. government faced the 9/11 terrorist strike in New York it found out that the responsibility of homeland security were dispersed among more than 100 different government institutions. If was felt that America Needed a single, unified homeland security structure. Accordingly the dept. of Homeland Security was created and the various security orga. were amalgamated under 4 divisions.: Border and Transportation Secuity , emergency Preparedness and Response, Chemical, Biological, Raidological and Nuclear Counter Measures and Informational Analysis and Infrastructure Protection. In India on the Other hand we are practicing diversification. Indeed our policians have a short memory ......! It needs to be remembered that Mumbai Police Ignored a Warning from the Intelligence Beureau that the Next on Mumbai would be a Marine Attack and would emanate from the Sea. This indicates that there was a clear lack of Co-ordination among various security agencies. Clearly this indicates lack of Cohesive strategy.

On the legal front, the government has choosen the easier option of making provisions in the Unlawful Activities Act 1967 (UAPA). It would have been better if new laws to counter Terrorist Activities had been enacted. However considering the politcal compulsions the present changes in the UAPA are satisfactory. The other significant provision which was there in the POTA (Prevention of Terrorist Act ) Enacted during the NDA government led by the the BJP but not found a place in the UAPA concerns the admissibility of confession before a police officer as evidence.

Perhaps the politicians would agree to incorporate that after a few more Bomb Blasts and a few more strikes like the Mumbai , Jaipur, New Delhi, Varnasi and Surat takes place in the country. Terrorists may already be preparing to hit their next target in INdia. Are WE READY? THAT IS THE IMPORTANT QUESTION THAT NEEDS TO BE ANSWERED!

A few Halting steps in the right direction have been taken . But the government has to cover much more ground . Meanwhile the Timer is clicking. The Next Bomb might explode any time.
