In 2006, in order to enhance the new-evolving industry, the government issued “Thousand, Hundred, Ten Program”, which says “during ‘Eleventh Five-Year’ period, construct 10 service outsourcing cities with international competitive ability, promote 100 famous multinational enterprises to outsource their work to China and cultivate 1000 large and medium-sized service outsourcing enterprises with international qualification.” It’s thus clear the degree of emphasis the Chinese Government puts on outsourcing.
