Intention of Congress Party
It is an open secret that government is not working with good intention but having malicious intention. And this is why thousands of cases of money embezzlement, fraud, loot related to various MPs and referred to the government by vigilance department and CBI remains pending for years together. Even PAC report on 2G report is not allowed to be tabled in Parliament. Action is not taken on Shangloo Committee report on CWG, Action not taken against culprits in Bofor scam, Bhopal Gas Tragedy and so on. This is why the government do not want to nip in the bud and why does it always prefer postponing the punishment to corrupt MPs, corrupt Ministers and corrupt PM forever.
If we go through government version of Lokpal Bill draft and if we draw any lesson from the attitude and treatment of the government shown during last forty years on Lokpal bill we can understand very well that the government is bent upon by hook or by crook in excluding the sitting MP, Ministers and Prime Minister from the purview of Lokpal.
In other way we can say that the government wants to give blanket permission to all MPs who are in power to earn unlimited money through illegal means and indulge in corrupt practice without the fear of Lokpal.
As proposed by the government, Lokpal can admit cases of corruption against only Ex-MPs and ex Prime Ministers which clearly defeats the very purpose of spirit of ‘Right to Recall’ lying behind Lokpal Bill .Obviously government wishes to provide shield as usual to sitting elected representatives even if they are found to be involved in corruption while in power.
More clearly Lokpal has to wait till the end of term of Parliament to move against corrupt MP, corrupt ministers and corrupt Prime Minister.
I therefore like to raise a few pertinent questions before the advocates like Kapil Sibal on controversial Lokpal Bill.
Can Government recover the money which amounts to hundreds, thousands and lacs of crores of rupees from Mr. Kalamadi or Mr. Koda or Mr. A. Raja or Mr. Telgi who caused huge loss to the government?
Can government stop loss before it is caused?
If no, how government proposes to compensate the exchequer when a serving MP or Minister by dint of his ill motivated decision caused irrecoverable loss to the government?
If other government employees are also exempted from action till their retirement what will be the utility of Lokpal bill left to reckon with.
Last but not the least, Members of Parliament are government servants. They are paid salary, allowances and various perquisites more than what other employees of the government are paid. They get salary revision faster than other employees of central government. They are supposed to be responsible and accountable and punishable as other employees are. However if the current government desires that all sitting MP including PM be excluded from Lokpal jurisdiction as long as they do not demit office , I would like to request our government to ensure that Lokpal do not admit cases of corruption against any government employees as long he or she retires from the service on the same ground on which PM is exempted from action during his tenure.
