Citizen participation in governance - precursor

Project Manager Bombay
Citizen's charter
- the key to putting this together is that this needs to get translated literally down to those people who are actually the vote bank, live in a rural and less fortunate neighborhoods/ghettos, and will remain so until the educated masses do not see themselves equally with the illiterate classes.
It is this divide that the politicians are exploiting and are well succeeding.
They have realised that the educated classes are deeply self interest driven which makes them equal to the political classes and hence they divert the attention of these educated masses by allowing the liberal freedom with the carrot and stick policy of moral policing.
This ensures that they remain in the visibility of the masses but in this guise, they are exploiting the sensitivities of us, the liberal masses that we call ourselves.

You want change in the nation, bridge all gaps immediately. Let the man on the street think that you are equally vulnerable as he is, for that is biggest insecurity. Let him realise that with your education, you have not just become a money earning machine but you still have some values that connect you to him and others like him/her.

This kind of a thought process and subsequent action is ONLY possible when the fragmented educated intelligentsia and the intellectuals (pseudo and otherwise) realise that their collective lives are at risk if they all follow a different agenda and thought process - though aimed at a common good.

Hence some very basic principals to deploy amongst the citizens first is -
a. Self discipline amongst the common masses.
We the urban citizens of India will abide by the very basic tenet of civil human life and that is self discipline in our own conduct.
Unless we are not responsible about ourselves and things around our immediate vicinity, we will should not point a finger at anyone else's misgivings.
We will strive to ensure that we will impose discipline on the self first.
This involves maintaining our surroundings and hygiene and educating others around us on the merits of the same.
All of this is easier said, than done.
So we will work on making this change possible at OUR level.

b. Self regulation of traffic
We the citizens of urban India need to regulate our conduct on the roads in the
traffic we create.
We will abide by the traffic rules which have been created for a better traffic regulation and contribute positively to it by following traffic signals, and constructively offering better ways to regulate the growing traffic.
We expect the traffic police to fully cooperate with us in this regulation by executing their fair and legal duties and bringing the culprits to penalty.

c. Identifying and Reporting corruption
We the citizens will report to the authorities, any act that falls under the definition of corruption.
We in turn expect the state to take suitable and swift action on the reports forwarded by the public in general so that we help the governance gain cthe trust that it has lost amongst us.
This is not limited to any particular department of the government but we will want
daily interactions with the municipality, water and electricity departments, post-offices and courts, to begin with, to be without delays and corruption in them.
We will also expect from the governance that the police dept. be the most non-corrupt service available.
Its work should be only to ensure safety of people and hence it should have a high level of morality, self satisfaction and commitment within itself to be able to meet these expectations of the citizens for whose safety it has been formed in the first place.

d. Educate all
We the citizens will attempt to facilitate and educate all those unfortunate citizens who have not had a chance for formal education.
We in turn expect that ALL govt. educational institutions will focus ONLY on the
aspects of education dissemination and not get caught up in any bureaucratic tangles.

e. Right to Information
We the citizens of this country will use our RTI in all the departments. We will use this right to identify the areas of non-accountability of the governance. We expect the governance to support us COMPLETELY in regard to this right of ours. We expect the governance and judiciary to fully and fairly advance this objective which we shall use to understand the pain points and will suggest steps to improve them and reduce the pain for the governance and public on the whole.

We the citizens of India take into our hands our responsibility as mature citizens, and expect COMPLETE accountability from the governance to help us succeed just as we help each element of the establishment to succeed in their quest to the seat of governance.
We the citizens of urban India shall exercise our full right of franchise and also educate our rural and less fortunate citizens to exercise their right to remove from power the governance that is not responsible and not accountable for any of the tax money that we are contributing towards the exchequer.

We need a positive response from the judiciary assisted by the law and order mechanism to set things straight in today's times where the nation is being made a soft target for not just external infiltrations but it is being taken for a ride by the wolves in sheeps' clothing internally also.

We are sick and tired of the delays that we face in setting up and doing fair and successful businesses in this nation.
We are sick and tired of hearing the same lame excuses from the government when it comes taking action on individuals and groups and parties set up by uneducated illiterate goons who pay their way up to establish control and buy the law and order and judiciary for their nefarious benefits.

We want the India we feel proud of back and we will take it now.
