As we know, Internet technology provides many ways that can be used by government, enterprise, business and academia. Specially, both of the government and enterprise using internet technology drastically in reducing different categories of transaction and communication cost. Conducting business electronically provides significant scope for re-shaping business processes, improving efficiency and making services more convenient for public use. E-procurement will enable the Council to improve its routine purchasing function and deliver better services to customers.
E -procurement is the use of electronic tools and systems to increase efficiency and reduce costs during each stage of the purchasing process, it enable the procurement process to unfold in a faster, more efficient manner, and with fewer errors. E-procurement can deliver significant "buy-side" cost savings to business, a number of innovative companies, and marketplaces. They are now looking at other appropriate areas of their business to drive forward of performance throughout the value chain based on supply and demand.

The process of e-procurement covers every stage of purchasing, from initial identification of a requirement, through the tendering process, to the payment and potentially the contract management. Finally, e-procurement is the purchase of goods and services electronically and is an integral part of an overall strategic procurement plan in the current business environment. The plan includes but is not limited to strategic sourcing or supplier rationalization, supply chain automation, and participation in one or more market-places. The commodities purchased can be operational resources (non-production) or production resources (raw materials). A supply chain is a network of facilities and distribution option that performs the functions of procurement of goods and services, transformation of both goods and services into intermediate and finished products to customer.

Acquiring processes of goods and services is centralized in mostly corporate procurement, end users only has responsible provides their plan to procurement and the subsequent process will be done by procurement team. Tender process will be conducted if any requirement coming from user and no initiative emerging from procurement people, they are only waiting for requisitioning from users. A properly implemented system can connect companies and their business processes directly with suppliers while managing all interactions between them. This includes management of correspondence, bids, questions and answers, previous pricing, and multiple emails sent to multiple participants. A good e-procurement system helps a firm organize its interactions with its most crucial suppliers. It provides those who use it with a set of built-in monitoring tools to help control costs and assure maximum supplier performance. It provides an organized way to keep an open line of communication with potential suppliers during a business process. The system allows managers to confirm pricing, and leverage previous agreements to assure each new price quote is more competitive than the last.
