Entire expenditure on MANREGA is waste of money and I think this scheme was  launched keeping in mind large vote bank. Under this scheme major part of expenditure on Kachcha works means no capital expenditure. By this caping govt have assured  that entire labour and money is engaged in works like earth work in excavation and filling.

This may be used in repair and construction of roads, reinstatement of old water bodies or Ponds.

But in real terms how many roads are left kachcha now? are they in every village? how many ponds are there in villages? 

Since launch of JAWAHAR ROJGAR YOJNA  several years back, Govt is giving money to Village surpanch or Pradhan. for creation of infrastructure in villages. But 90% of this money has gone in to the pockets of all concerned. Before continuing  such scheme first of all we must have an account for every village, 

1. Since start of schemes how much money (Total) have been given to village?

2. What are the assets created?

3. What is total requirement of fund to saturate the village, after that no money will be required, except repairs etc. ?

4. What were the life of previous constructions ?

5. Level of corruption?

6. Action taken against errant’s?

7. What action was taken since start, against corrupt officials and surpanchs/ pradhans?

Due to high corruption in above scheme election of Pradhan/surpanch has became very prestigious and lot of murders are taking place in rivalry.

In my opinion This scheme must be closed and use of labour force must be made mandotory in other developmental schemes, such as PMGSY- today all the earth work is being done by JCB machines,

Use of mechanical excavation in road work and cleaning of Canals must be banned. And it must be insured that this work is being executed by mannual labour. Our aim is to provide job to the unemployed, and we could do the same with out MANREGA,

There is another option an organization named MANREGA may be launch with full functional officials. They may register names of willing persons for job.

Concerned departments have to ask MANREGA organization to execute the job with their work force and its payments will be made by departments whose work has been executed by MANREGA.
