Police and tippers
We know about spies working for kings and politicians similarly tippers are working for police officers. In this article we shall try to understand the relation between a police officer and a tipper. A successful police officer is successful because he has a good network of efficient tippers.
Things are changing from bad to worst day by day. Police department has to handle crimes related to social, political and now extremists activities. To tackle all these variety of crimes and to unearth them successfully in a given time is a task which our police department has to manage everyday. Tippers are the people who come handy in this work. Interesting enough these tippers is not a part of the police department. They are never employed officially by the department even though they are of vital importance to the police department. Mostly they perform as most unofficial agents of information to the police officer concerned and not to the department for which that officer is working. It is said that these tippers are a sort of private spy agency working for the officers out of some sort of personal relation. Relation between the officer and a tipper is a very private affair. Usually these police officers prefer not to share their tippers with other officers. However, sometimes these tippers are paid prize money by the department for the information he has shared with the police force and at that time other officers automatically come to know of that man as tipper. As other officers come to know of him they also want to get his help in unearthing causes of the crimes in their charge.
Who are these tippers?
As we have seen earlier that three different types of crimes are investigated; tippers of each type are different. Social crimes are crimes such as murder or assault out of personal vengeance or any such personal strife, financial frauds, rev parties, rape cases, crimes due to religious strife; serial killers are categorized as non-organized crimes. They are committed by individuals or a group of people not considered as organized criminals and so for such crimes tippers are those who are not satisfied by the returns out of that crime or one who is a silent witness for the crime. These individuals give tip to the police departments on phone or even may contact personally and give the information. They are casual tippers and of not much repeat use for the police force. Very often they prefer to remain anonymous and give information in that manner. Police force sometimes neglects such tips and misses the crime. But some officers have a sixth sense of smelling the crime; and in that case that officer uses the tip and the crime is detected or sometimes stopped before it is committed. Police officers do not take these tippers very seriously and they are let alone. Many such tippers contact police department keeping themselves anonymous and so these tippers are never again available to those officers.
Amongst social crimes some are called organized crimes and tippers of those crimes are very important to the police force. They are important because, criminals of organized crime are repeating the crime they commit. These criminals are thieves, dacoits, smugglers, bootleggers, sex workers, black marketers, counterfeit money or merchandise makers and also sellers and blackmailer. All these crimes are based on repetitive activity and so in that also there are some unsatisfied soles and they work as tippers. Some work as tippers for a particular police officer out of friendship or due to some favour shown by the police officer. Very often tippers are themselves semi criminals but not of serious consequence and so they are termed petty criminals. These petty criminals prefer to work as tippers and earn out of that. It is said that tippers are specialized in tipping about a particular type of crime or something related to that type of criminal activity. That means a tipper giving vital tips about smuggling may not be able to know anything about black marketers or blackmailer. However, they say that criminal world does exist and in that different types of criminals do intermingle at joints such as bootleggers bars, night clubs, prostitutes, political party’s offices, gambling dens. There they enjoy revealing the facts about their crimes to be appreciated by fellow criminals and when some criminal does it the tipper around there may take the note of it and may even pass on the tip to his officer of choice.
Not all tippers are petty criminals. Some persons in vantage position can get vital information and they may pass it to police initially as a good citizen but then the police request him to help them get tips and there that ordinary man or woman becomes a tipper. Taxi drivers, rickshaw drivers, guards, peons in offices of importance, porters, office clerks and telephone operators could be tippers. All these people are treated properly and so they can continue as successful tippers. But at times when these tippers are paid prize money all the department comes to know about them and then there life is always in danger. When there is rivalry amongst two inspectors and one wants to destroy other’s tipper that inspector often informs the gangster the tipper’s identity and then that tipper is killed in an encounter. Many tippers have lost their life in this way. Very often police officer is not careful of tippers security and divulges the names to other person from the department who could be on the pay of the gangster. This way the life of a tipper is always in jeopardy.
Where thing go wrong?
When a tipper gives a few successful tips to that officer and earns from the department prize money; other officers automatically come to know of them and then these officers begin to pester that tipper for information about crimes in their charge. Very often those officers even threaten the tipper that if he dose not inform him the officer will open up cases against him which the tippers favorite officer had kept in side and helped him. This type of blackmailing often makes this tipper who is also a petty criminal nervous and it is found that he complains about that blackmailing to his favored officer. Here now the strife begins amongst these officers. Tippers are smart enough to play between them and benefit. But when such things repeat, often all tippers become alert and stop tipping activity altogether. Police officers are not aware of the fact that these tippers are a very smart tribe. They are very sensitive about their safety. When a police officer starts misbehaving with them they can give a counter tip about that officer to that officer’s antagonist who is another officer in the same department. Here they ignite war in these officers making the department weaker. Very often these tippers are giving tips to other criminal bosses also for a bribe. This makes the working of the police department all the more difficult. Big gangsters use them to breach the strong tie amongst the police officers and for all this these tippers are getting some appreciation money.
Some over smart police officers try to mistreat these tippers considering that they are petty criminals. This annoys tippers and at times they revenge against these officers by giving a false tip. Officer being over smart and over confident acts on the tip and comes in trouble. Complications of handling these highly sensitive creed of tippers can and has dislodged our police department. All attempts to try to avoid use of these tippers by police department have failed. A tipper is a must for a good police department, they do come from the tribe of criminals and so it is a dilemma which many a police officers have failed to adjust with. They are hyper sensitive people and so a police must behave properly with them. Behaving properly and that too with petty criminals? This question disturbs many officers and they make mistakes and come in trouble. There are many stories of how these tippers have at times destroyed careers of many good police officers.
How to manage tippers?
Today this is an important issue before police officers. First of all police department in general and officer in particular must understand that these tippers, or to put in local language, Khabarya is an intelligent person. Taking them for granted is a foolish thing. It is like treating a dog who protects you and your property. If you misbehave with your dog that fellow starts barking at you and that is not a good sign. Similarly these khabarya people revenge the police officer when they are mistreated. The way we care for our dog similarly a police officer must care for his khabarya. While caressing your dog if you over indulge that dog can be a problem, it can be obstinate and in turn of no use at all. Similarly a khabarya is if pampered like a friend he can be of no use at all and that could be a new type of problem to that officer in the future. One thing we must keep in mind that a dog is a natural predator civilized to live with humans and at times the savage in that dog can pop up. Similarly a khabarya is a natural criminal civilized to help the officer but at times he or she can return to their natural tendencies of crime. Just as we say if partners of a company quarrel in front of their employees or if parents quarrel before their children that company or that family is lost. The employs and children learn to play between them and ultimately the hold on them of the partners or the parents is gone. Similarly two police officers should never show of their rivalry to these khabaryas, lest that khabarya starts playing between them and that can be a real great problem so much so that those police officers can never make a use of these khabaryas. Many police officers share their bad habits with khabaryas by asking him to get a girl for pleasure or to play gamble. When this type of association amongst the khabarya and the officer begins that khabarya is lost to that officer.
In olden days police officers hailed from better class communities and not from gentry. Today most of the officers are belonging to the same category of people or gentry as the khabarya. Very often they hail from the same place. This gives additional confidence for the khabarya over the officers. Some times a khabarya is from better class community and officer from lower class community; in such a situation the officer finds it very difficult to control these khabarays. One thing many police officers forget that these khabaryas are disgusting police department. Their purpose to be with a police officer is based on some sort of planning not realized by the officer concerned. There are situations where a khabarya belongs to a high class community and the officer belongs to lower class community in such a situation that khabarya can be more powerful than that officer and is very dangerous for that officer. In many cases it is observed that a khabarya becomes adviser to the officer only because that khabarya is more intelligent than the officer. If this situation persists in due course that khabarya initiates to control that officer and then the situation is very bad for the department.
Some khabaryas are double standard, that means they work as khabarya for police and also for the criminal gangster. Intelligent khabarya is often of this type. Quite often a khabarya can even black mail an officer to get information from the department and supply that to the gangsters for a good price. This was not the state of affairs when police officers hailed from high class or noble class communities. When officers normally belonged to high class or noble class communities these khabarays always behaved politely with the officers and the flow line of power was properly managed. Today that is not the situation. Today mostly police officers are coming from low class or no class communities and so they can not demand respect from these khabaryas who also come from the same class of community. To demand respect very often these officers have to resort to force what is called in local parlance dadagiri. This spoils the relation between the two ultimately putting that officer in an awkward situation and at times great damage to his career.
Today the position of high class and noble class communities is such that nobody from them is actually interested in becoming a police officer. They are all interested in positions such as doctors, advocates, chartered accountants, architects, engineers, high posted executives in big multinational companies and most prefer to leave this country for better prospects abroad. Even if some of them hold position like IAS or IPS services they never come in contact with these khabaryas.
What is the solution for this problem?
Suggestion is as given here. Some body can commence upon a company of tippers. That company will pay these low standard criminals who can give tips to that company for a price and that tip will be passed to the department under contract with the department of the police. Any body can give tips about possible crime to that company where the phone is available as toll free. Any body can register himself or herself with the company as a tipper and on getting the fact if found true that tipper shall be paid of the tip. In this arrangement the tipper is kept anonymous. Only the tipper company will know him or her, bout the whereabouts of that tipper. Police department will pay the company for the tips immediately on finding that the tip is correct. Many security companies can work on these basis.
Other method suggested is this, when prize money is paid the department should not insist to know the identity of the tipper. Let the identity be secret possession of the officer concerned and the prize money is paid through the officer. This way the identity of the tipper is saved. If this method is practiced one officer told that, many tippers will be willing to work for the officer of their choice.
