In November 2008 , one of the most unfortunate incident happened in Mumbai .Terrorist entered Taj and oberoi and killed many innocent soul. The work done by Mumbai police and NSG was really commendable, hats off to the great warriors who are our real heroes.

But this whole incident left one soul stirring question for me. The response time of NSG to respond for this incident. It took them for more than nine hour to reach the spot and rescue the people. Lets get apart from the discussion of the reasons which led to such catastrophic delay. What is the solution that this never again repeat in future is the bigger question.

A reply to such a question can be to use the principle of logistics to come up with the defense system that can respond fasters to attacks against their citizens. NSG can be considered as services supply chain. The focus of this supply chain should be positioning resources and managing their flow to support the availability of mission critical products.

One thing which the government has to understand is that this supply chain has “Intermittent Demand” i.e the demand that occurs randomly or rarely. And also that the poor response time is not going to lead to monetary loss but even greater loss i.e. human life loss.So, effectiveness of investment can’t be calculated on utilization basis but on its response time when such incident occurs.We have to look back in Operation Black Tornado and find that slowest moving process and come up with the solutions that remove such lagging processes.

We already have example of such process called Fire Brigade. They don’t keep fighting with fire all around the year, but when fire do erupt they are on the place in shortest time possible and then actually their fire fighting skills saves life.

Same way when today we are considering today to invest more in NSG , I would be pleased to see if a plan is also made on how NSG can reach the attacked place as quickly as possible, so these great warriors with their skills not only defeat the enemies of our countries but also save maximum possible life of people and guests of India.
