श्रीलंका मसले पर DMK ने यूपीए सरकार से समर्थन वापस लिया

 श्रीलंका के मसले पर नाराजगी के चलते डीएमके ने यूपीए सरकार से समर्थन वापस ले लिया है। डीएमके के इस कदम से राजनीतिक अनिश्चितता बढ़ गई है।

 

गंभीर मसले पर चर्चा के लिए करुणानिधि ने डीएमके की आपात बैठक बुलाई। साथ ही डीएमके ने संसद के दोनों सदनों में प्रश्‍नकाल स्‍थगित करने का नोटिस भी दिया है। 

 

करुणानिधि श्रीलंका के बारे में यूएन में रखे गए प्रस्ताव में संशोधन कराने की मांग पर अड़े हुए हैं। श्रीलंका के मुद्दे पर करुणानिधि नाराज हैं और उन्‍हें मनाने चेन्नई पहुंचे तीन केन्द्रीय मंत्रियों पी. चिदंबरम, गुलाम नबी आजाद और एके एंटनी को करुणानिधि ने लौटा दिया।

HENNAI: In a dramatic development, the DMK, a key constituent of the ruling UPA at the Centre, decided to pull out of the Union government and the UPA alliance over the Sri Lanka issue.

Reading out a terse statement at Anna Arivalayam, the DMK HQ, party chief M Karunanidhi said, "The Government of India did not even consider the amendments (to the USresolution in the UNHRC) proposed by the DMK. So, a situation has arisen where the alliance will not benefit Eelam Tamils in any way. Despite this, if the DMK continues in the Union government, it will be a grave injustice. So, the DMK has decided to pull out of the government and the UPA."

The DMK's decision was greeted by cadres cheering and setting off fireworks in the premises of the party headquarters. The five ministers, including Cabinet-rank minister and Karunanidhi's son, M K Alagiri, will tender their resignations during the course of the day, Karunanidhi said.

Nevertheless, the DMK chief added a rider that his party would reconsider its decision if the UPA government heeds to its demand and adopts a resolution in Parliament, censuring the Sri Lankan government for alleged war crimes and genocide.

The DMK's decision came a day after talks with Congress emissaries and senior ministers, A K Antony, P Chidambaram and Ghulam Nabi Azad, failed to thrash out a consensus on the issue of India backing a strongly-worded resolution in the UNHRC, seeking an international, independent probe against Sri Lanka and using stronger terms like 'genocide' and 'war crimes'.

The DMK has taken the gamble to pull out of the UPA, sensing the growing anti-Lanka sentiments in the state in the run up to a crucial session of the United Nations Human Rights Council in Geneva.

There has been a strident student upsurge against alleged human rights violations in Sri Lanka with mainstream political parties, including the ruling AIADMK and fringe pro-Eelam outfits too raising the pitch for action against the Island nation.

While the DMK, finding itself in political wilderness after its defeat in the 2011 assembly elections and civic polls the same year, chose to rev up the Eelam issue, the release of pictures of 12-year-old Balachandran, son of slain LTTE leader Velupillai Prabhakaran, just before he was shot in cold blood, fuelled sentiments further.

New Delhi: 12:45 pm: BJP leader Rajiv Pratap Rudy: "The credibility of DMK has always doubtful. The fact is that no UPA ally want to go for elections with the burden of the Manmohan Singh government. The government is in minority ever since Trinamool Congress left. The government is taking its last breath and will collapse on its own soon."

DMK leaders have given a notice for suspension of question hour in both houses of Parliament.

"India should intervene and see that the resolution is strengthened but we understand that the resolution is further diluted. We think the the UNHRC resolution has become irrelevant and we want the Government of India to intervene and see that Tamils are protected in the Island. We are going to raise the issue in the Parliament today," said DMK MP TKS Elangovan.

The government is walking a tightrope after the DMK threatened to pull its ministers out of the Union Cabinet and may consider extending outside support to the government. There are several important bills pending and the Centre is worried that India-Sri Lanka ties will be hit if the government takes a strong stand on the resolution.

On the other hand the DMK feels that it has little to lose as Lok Sabha are just about a year away and if the party takes a strong stand on the alleged war crimes by the Sri Lanka forces during the war against the LTTE, it can bounce back in Tamil Nadu. The DMK has been on the backfoot after losing to the AIADMK in the Tamil Nadu assembly elections.

The two parties, the DMK and the AIADMK, have been demanding that India vote in favour of the resolution. They have also demanded introduction of the words 'Eelam' and 'genocide' in the US-sponsored resolution. They have also asked for an international probe into the matter.

The government had hoped that voting against Sri Lanka at the UN Human Rights council in Geneva would be enough, but the DMK chief wants more. Sources now say that the DMK is likely to offer outside support to the UPA. However, they add that the party has not yet decided on pulling out from the government. A decision is likely to be taken after a party meet, they say.

"Genocide must be included. It must be a tougher resolution," Karunanidhi said.

In Delhi, government said India's Representative to the UN in Geneva will be in the national capital on Tuesday for consultations and a call will be taken after studying the final draft of the resolution. "The resolution in its final form will be available late this evening, Geneva time. The Foreign Secretary has also asked our Permanent Representative to the UN Dilip Sinha to come over to Delhi tomorrow," External Affairs Ministry spokesperson told reporters.

But diplomats say the government's domestic compulsions must be balanced with diplomatic commitments. India has traditionally opposed such harsh language and international interference from the UN, and wants to avoid another strain in ties with Colombo.

Karunanidhi had on Sunday said he felt 'let down' by the 'lukewarm' response of the Centre.

One of the amendments the Tamil Nadu parties seek is to "declare that genocide and war crimes had been committed and inflicted on the Eelam Tamils by the Sri Lankan army and the administrators." The second one is "establishment of a credible and independent international commission of investigation in a time bound manner into the allegations of war crimes, crimes against humanity, violations of international human rights law, violations of international humanitarian law and crime of genocide against the Tamils."

श्रीलंका के मसले पर केंद्र सरकार से हटने की धमकी देने के बाद तीन केंद्रीय मंत्री जिस तरह द्रमुक के मुखिया करुणानिधि को मनाने चेन्नई भागे उससे यह स्पष्ट हो जाता है कि केंद्रीय सत्ता अपने इस साझीदार दल के दबाव में आ चुकी है। कोई आश्चर्य नहीं कि केंद्र सरकार मानवाधिकारों के उल्लंघन को लेकर श्रीलंका के खिलाफ संयुक्त राष्ट्र में पेश होने वाले प्रस्ताव पर वही करे जैसा द्रमुक नेता चाह रहे हैं। इससे इन्कार नहीं कि तमिलनाडु के राजनीतिक दल श्रीलंका के तमिलों के साथ हो रहे व्यवहार को लेकर क्षुब्ध हैं, लेकिन वे केंद्र सरकार पर दबाव बनाने में अतिरिक्त मेहनत इसलिए कर रहे हैं ताकि राज्य के अन्य दलों के मुकाबले खुद को श्रीलंकाई तमिलों का सबसे बड़ा हितैषी दिखा सकें। जहां द्रमुक इससे नाराज है कि संयुक्त राष्ट्र में श्रीलंका के खिलाफ पेश होने वाले अमेरिकी प्रस्ताव को लेकर केंद्र सरकार का रवैया ढुलमुल है वहीं राज्य में सत्तारूढ़ अन्नाद्रमुक इस पर जोर दे रही है कि भारत सरकार न केवल इस प्रस्ताव का साथ दे, बल्कि उसे और कठोर रूप देने का काम करे। चूंकि ये दोनों दल एक-दूसरे से होड़ ले रहे हैं इसलिए वहां के अन्य दल भी ऐसा करने में लगे हैं। अब तो स्थिति यह है कि तमिलनाडु के अन्य अनेक संगठन भी इसी मसले को लेकर धरना-प्रदर्शन करने में लगे हुए हैं। यह और कुछ नहीं विदेश नीति में क्षेत्रीय दलों का सीधा हस्तक्षेप है। यदि विदेश नीति क्षेत्रीय राजनीतिक दलों के हित से संचालित होने लगेगी तो फिर उसे कोई रूप-स्वरूप देना खासा मुश्किल होगा।

यह पहली बार नहीं है जब किसी राज्य विशेष की राजनीति विदेश नीति को प्रभावित करने का काम कर रही है। इटली के मामले में भारत सरकार को कोई भी निर्णय लेने के पहले यह देखना पड़ रहा है कि केरल के राजनीतिक दल क्या चाह रहे हैं। इसी तरह कुछ समय पहले बांग्लादेश के साथ होने वाले समझौतों के मामले में भारत सरकार को पश्चिम बंगाल के राजनीतिक दलों की आपत्तिायों पर गौर करना पड़ा था। यह विचित्र है कि एक ओर राजनीतिक दल यह कहते हैं कि विदेश नीति आम राय से निरूपित होनी चाहिए और दूसरी ओर अनेक दल उसे अपने-अपने हिसाब से चलाना चाह रहे हैं। यह संभव नहीं। विदेश नीति तो राष्ट्रीय हितों के ही हिसाब से संचालित हो सकती है और राज्यों में महत्व रखने वाले दलों को यह समझना होगा कि राज्य विशेष के हित राष्ट्रीय हितों से अलग नहीं हो सकते। विदेश नीति के मसले को लेकर केंद्र सरकार जिस तरह क्षेत्रीय दलों के दबाव में है उसके लिए एक हद तक वह स्वयं ही उत्तारदायी है, क्योंकि वह शायद ही कभी समय रहते चेतती हो और राज्यों के समक्ष यह स्पष्ट करती हो कि देश हित में क्या संभव है और क्या नहीं। फिलहाल यह कहना कठिन है कि श्रीलंका को लेकर संयुक्त राष्ट्र में पेश हो रहे प्रस्ताव पर भारत सरकार क्या फैसला करेगी, लेकिन यदि यह फैसला द्रमुक को संतुष्ट करते हुए लिया जाता है तो इससे उसकी किरकिरी होना तय है। निश्चित रूप से विदेश नीति से संबंधित कुछ मसले ऐसे होते हैं जिन पर क्षेत्रीय दलों को ंिवश्वास में लेना आवश्यक होता है, लेकिन इसका यह मतलब नहीं कि उनके दबाव के आगे झुक जाया जाए। द्रमुक का दबाव तो एक तरह की ब्लैकमेलिंग है। इसका प्रतिकार किया ही जाना चाहिए।
