This is a matter where State has to explain the reasons why petitioner is not being given promotion on the post of Executive Engineer right from the year 1999, when many of the juniors have been given the said benefit.
There is also complete inaction on the part of the respon dents as many applications filed before various authorities including the Chief Minister of the State has gone unheeded.
List this matter after two weeks among top twenty cases when the affidavit must be filed by the State failing which there may be an occasion to impose cost on this count.
